Propuesta de caracterización y mejora al proceso de adquisición de bienes y servicios de la Dirección Operativa de Investigación de la Institución Universitaria Pascual Bravo

Abstract

Resumen: La Institución Universitaria Pascual Bravo tiene como objetivo fomentar la investigación científica y tecnológica en el campo de las áreas del conocimiento propias de su actividad académica, de los recursos y necesidades del municipio de Medellín, del área metropolitana, del departamento de Antioquia y del país para identificar sus potencialidades y recursos y proponer medios científicos de explotación y conservación que permitan articularlos al desarrollo del país. La Dirección Operativa de Investigación, se empeña en proporcionar los recursos necesarios para el desarrollo de proyectos de innovación tecnológica y, para ello, debe garantizar un efectivo proceso de adquisición de bienes y servicios. Por tal motivo, se propone desde la política del Sistema de Gestión Integral, la caracterización y optimización del proceso de adquisición de bienes y servicios al interior de la Dirección Operativa de Investigación, ya que no se encuentra completamente estandarizado o parametrizado en función de obtener la mayor eficacia y calidad. Mediante el establecimiento de indicadores, al análisis y mapa de riesgos, acciones correctivas y preventivas, análisis de la cadena de valor y la propuesta de un formato base para la definición de compras; se muestra el impacto positivo que tendría esta mejora, dentro del marco del manual de contratación e interventoría y con base en los términos de las certificaciones ISO 9001:2008 y NTCGP1000:2009, en función del cumplimiento de los indicadores del segundo eje estratégico “Tecnología e Innovación” que compone el Plan de Desarrollo Institucional 2011-2020.

Abstract: The Pascual Bravo University Institution has the goal to develop scientific and technological research in the areas of specific knowledge that concern to its academic activity, the resources and needs of the Medellín municipality, the metropolitan area, the Antioquia department and the country with the aim of identify their potential and resources and to propose scientific means of exploitation and conservation that allow to articulate them to the development of the country. The Operational Directorate of Research is committed to provide the required resources for the development of technological innovation projects, for that reason it must assure an effective process of acquirement of property and services. For this reason, it is proposed from the policy of the Integral Management System, the characterization and optimization of the process of acquirement of property and services within the Operational Directorate of Research because it is not standardized at all or parameterized to obtain the higher efficiency and quality. Through the establishment of indicators, analysis and risk mapping, corrective and preventive actions, analysis of the value chain and the approach of a standardized format for the definition of purchases, it is revealed the positive impact of this improvement, within the scope of the contracting and interventory manual and based on the terms of ISO 9001: 2008 and NTCGP1000: 2009, it is shown in terms of compliance with the indicators of the second strategic axis "Technology and Innovation" that makes up the Institutional Development Plan 2011-2020.
