Abstract
Abstract This study examines the strategic management of public procurement in the Colombian education sector, focusing on the implementation of the Strategic Procurement Model (SPM) at the Pascual Bravo University. The research addresses the gap in evaluating the impact of decisions regarding the procurement of goods and services and their alignment with the Sustainable Development Goals (SDGs) and the 2023–2026 Institutional Development Plan. The methodological process employs a mixed-methods approach with a descriptive-analytical scope and was structured into four sequential phases, beginning with a bibliometric analysis in Scopus, which confirmed the uniqueness of the problem in higher education institutions in the region. Subsequently, the ten procurement categories were characterized, and an interactive tool (Dashboard) was designed with quantifiable indicators for 209 historical processes, which was rigorously validated using rubrics by four institutional experts. As a result, the instrument’s relevance and applicability were verified by obtaining a score of 4.6 out of 5 in validity, comprehensibility, and relevance; likewise, an initial alignment index of 46% was observed between procurements and the prioritized SDGs. Thus, the proposal establishes itself as a reproducible methodological pilot to optimize evidence-based decision-making in the education sector.
